Visiting your partner usually comes first. Check Kenya's entry rules before you travel. A Kenyan visiting Germany normally needs a Schengen visa, which isn't guaranteed.
Spouses joining a partner in Germany usually have to show basic German at A1 level, with some exceptions. Rules change, so check with the German embassy in Nairobi or the Federal Foreign Office rather than an agent.
